Dr. Gardner is the founder, owner and president of Human Capital Management Services, Inc. (HCMS), Chairman of the Health as Human Capital Foundation (HHCF) and the organizing partner of Clinical Prevention Information Services, LLC. These three affiliated organizations comprise the HCMS Group.
Dr. Gardner attended the University of Wyoming followed by medical education at the University of Rochester School of Medicine, including post-doctoral clinical training in Internal Medicine and Gastroenterology. During Dr. Gardner's entire professional career he has continued to actively conduct and publish original research and engage in varying types of medical practice, including primary care internal medicine, subspecialty gastroenterology and occupational/preventive medicine.
From 1971 to 1984 Dr. Gardner served as a professor and administrator at several academic and health care institutions, including the University of Rochester, Blue Cross Blue Shield of Rochester, The Medical Group of the Genesee Valley Group Health Association, Wayne State University and the Mount Sinai Medical Center. This career primarily focused on the supply, or provider side, of the health services marketplace, addressing the organization, finance, and delivery of health care and the academic education and training of health professionals. During this period, Dr. Gardner was a pioneer in the Health Maintenance Organization (HMO) and managed care movement and in the development of multidisciplinary primary care health professional roles.
From 1984 to the present Dr. Gardner has focused on the demand, as well as the supply, side of the health-related marketplace. During this period Dr. Gardner has pioneered the concept of Health as Human Capital and its' utility for employers and government in the management of total employee compensation using the premise of "a days work for a days pay". The HCMS Group Human Capital Management Model emphasizes the importance of integrated information in understanding economic incentives and other cost drivers needed for a market solution to the current health benefits cost and quality problem.
Dr. Gardner is an Adjunct Clinical Professor at the University of Wyoming College of Health Sciences.

Dr. Wendy Lynch is Executive Director the Health as Human Capital Foundation and Vice President of Strategic Development for HCMS, Inc. Both companies are part of the triad of companies known as the HCMSGroup - dedicated to providing better information for better decision-making in health care and business.
Trained at the University of Colorado, she earned a doctorate in Research and Evaluation Methodology in 1986. In academics, Dr. Lynch has served as assistant professor in the Department of Family Medicine at the University of Colorado Health Sciences Center, and as faculty in the School of Public Health at Yale. Currently, she holds adjunct positions at both the University of Wyoming School of Business and the University of Colorado.
Her career has included roles as an educator and consultant. Educated at the University of Colorado at Boulder, she earned a Doctorate in Research and Evaluation Methodology. Wendy has applied her skills in research design and evaluation to several pivotal studies in the fields of health management, productivity assessment and human capital management.

Chuck Reynolds earned his master of science degree in Health/Fitness Management from The American University in Washington, DC, and has accumulated over two decades of experience in health management and health strategy consulting. His early experiences included in-the-trenches work with individuals on behavior change, management of health centers, and development and marketing of health management services. In recent years, Chuck has been actively involved in association-based educational efforts to help organizations understand the connection between health and business performance.
His experiences have helped him develop the breadth and depth of insight needed to fulfill his present role as a Principal of The Benfield Group, where he serves clients as a market strategist and strategic communications expert. In addition to writing numerous articles, book chapters, and speaking frequently, Chuck authors an insightful perspective on human capital and strategic health management subjects as part of his company’s monthly newsletter.
Chuck’s market strategy and communications capabilities will be integral to the Foundation’s efforts to help individuals understand key Health as Human Capital concepts, and commit to identifying and implementing opportunities for information-driven and market-based solutions.
Nancy Coffin earned her BS in Accounting and minor in Economics from Colorado State University. She has over two decades of experience in Accounting and Risk Management, in both public and private industry.
She began her career with Coopers and Lybrand (now PriceWaterhouseCoopers) in Denver during the oil and gas boom of the early 1980's. She earned her Risk Management and Health Services experience with the innovative, employee-centered manufacturing firm of Woodward Governor. Having skills in both financial management and human resources, Ms. Coffin has been instrumental in setting up several start-up organizations - designing employee benefit packages, including health insurance, retirement plans and cafeteria plans.
She holds a CPA license and has performed audit, tax and consulting services to large corporations, small businesses, individuals and non-profit entities in Colorado and Wyoming.
Jamie Chavez received a BS in Business Administration from the University of Wyoming in 2004 and a MBA from the University of Phoenix in 2007.
Prior to joining HCMS, Ms. Chavez spent four years as Operations Manager for Sprint. This position included managing a number business key functions including: initiating sales goals and plans, managing training and development programs, human resources, leadership and marketing processes, and ensuring audit compliance.
Ms. Chavez joined HCMS in May 2008 and has the primary responsibility for providing and administratively coordinating the daily Job Assist service. Her primary responsibilities include indentifying and contacting candidates who would benefit from intensive job placement services and marketing this program to potential clients. Ms. Chavez facilitates a full range of employment and training services. In addition, Ms. Chavez serves on the Health as Human Capital Foundation Board of Directors, where she has the role of Executive Assistant.
